ACCESS AND PROVENANCEThe Jacob Billikopf Papers were donated to the American Jewish Archives in 1975 by Mrs. Ulrich Schweitzer of Scarsdale, New York, daughter of Jacob Billikopf, and David Marshall Billikopf of Santiago, Chile, son of Jacob Billikopf. In 1978, an additional supplement of Billikopf's papers was presented to the Archives.
Mrs. Ulrich Schweitzer and Mr. Billikopf assigned the property rights to the American Jewish Archives. All literary rights to material authored by Jacob Billikopf are held by the Billikopf heirs. Literary rights to materials authored by others are held by the individual author or his/her heirs. Questions concerning rights should be addressed to the Director of the American Jewish Archives.
The Jacob Billikopf Papers are open to all users and available in the reading room of the American Jewish Archives.

Jacob Billikopf was born in Vilna, Russia, in 1883, to Louis and Glika (Katzenelenbogen) Billikopf. He emigrated to the United Statesin 1896, where he lived in Richmond, Virginia with an older sister, Rebecca Billikopf Tatarsky.Upon his arrival in the United States, Billikopf spoke no English. He began his schooling at age 13 when he entered had completed the eighth grade. He attended Richmond College and then transfered to the University of Chicago where he earned a Bachelor of Philanthropy degree (Ph.B.) in 1903.
After graduation from the University of Chicago, his first position was Head Resident of the Jewish Settlement in Cincinnati. From there, his charitable work in the Mid-West continued in Milwaukee, where he was in charge of the Neighborhood House, the Hebrew Relief Association, and the United Jewish Charities, from 1905 to 1907. He then served in Kansas City, where he was vice-president of the Kansas City Board of Pardons and Paroles, a member of the Kansas City Board of Public Welfare, and Superintendent of the United Jewish Charities, in 1907. He was president of the Missouri State Conference of Charities, in 1911-1912.
As Billikopf's prestige increased, he was called upon to head a number of national organizations. He served as president of the National Conference of Jewish Social Workers and of the National Conference of Jewish Social Service. He served as director of the campaign to raise $25,000,000 for Jewish war sufferers during World War I and in 1918 he directed the National Coordinating Committee for Aid to Refugees and Emigrants.
After the War, his involvement in the well-being of the needy increased. He was made executive director of the Federation of Jewish Charities of Philadelphia in 1919. He also participated in the investigations of conditions in Russia and Eastern Europe for the United Jewish Campaign.
Billikopf's role in the area of labor relations is best illustrated by his participation as impartial chairman of an arbitration board in the men's clothing industry in New York City and of the ladies garment industry in Philadelphia. In the 1930's, he was appointed impartial chairman of the Federal Regional Labor Board.
Other groups with which he was involved included the American Association for Old Age Security (vice-president), the Committee of One Hundred for Unemployment Relief (chairman), Howard University (treasurer), and (Chairman of the Executive Board), and the advisory committee of the New School of Social Research. After World War II, Billikopf chaired one of the War Department's special clemency boards, reviewing 35,000 sentences meted out by the Army in general court-martial cases.
Jacob Billikopf was a contributor to The Nation and The Survey. He established the Jacob Billikopf Foundation at the University of Richmond, which conferred upon him an honorary LL.D in 1928.
Dr. Billikopf married Ruth Marshall Billikopf in 1920. She died in 1936 at the age of 38. They had two children, David M. Billikopf and Mrs. Florence Schweitzer. In 1942, he married Esther B. Freeman. After a long illness, Jacob Billikopf died in 1950 at the age of 67.

The Jacob Billikopf Papers (1907-1951) describe the career of Jacob Billikopf, a leader in Jewish philanthropy, social legislation, and labor management relations. The collection includes correspondence, newsclippings, photographs, and miscellaneous items relating to Billikopf's efforts as a fund raiser and social activist. The Papers deal almost exclusively with the voluntary community aspects of his career with the bulk of the material spanning the years 1930-1950. The Papers are divided into three series:
In the CORRESPONDENCE series, Sub-Series 1. General consists of thirty-three Hollinger boxes of correspondence and some minutes, reports, and newsclippings. The correspondence is arranged alphabetically by the name of the person or organization. Letters are arranged chronologically within each folder. The bulk of this material spans the years, 1930-1950. Access to some of the more important subjects and individuals may be made through the Box and Folder List and the Subject Tracings at the end of the inventory. Sub-Series 2. Letters of Sympathy, dealing with the death of Jacob Billikopf's first wife, Ruth Marshall Billikopf, in 1936, consists of one-half Hollinger box. These letters are arranged alphabetically by correspondent.A. CORRESPONDENCE B. NEARPRINT C. MISCELLANEOUS The NEARPRINT series (1907-1949) consists of three and one-half boxes of newsclippings, articles, reports, related correspondence, and miscellaneous items. The series, which is topical in nature, has been kept in its original chronological arrangement. Access to some of the important topics may be made through the Subject Tracings at the end of the inventory.
The MISCELLANEOUS series consists of one-half of one Hollinger box of lists of names and addresses, quotations, a thesis, and photographs. The photographs are primarily unlabeled and portray personal events, friends, and functions associated with Billikopf's work.
