ACCESS AND PROVENANCE

The WORLD UNION FOR PROGRESSIVE JUDAISM (WUPJ) records were donated by the WUPJ in May, 1975 by Bertram Jacobs of the European Board when the Union was based in London. In June 1987, the American Jewish Archives received an additional supplement of records from WUPJ's New York office, and from Ms. Jane Evans, New York, New York. In March 1997 the American Jewish Archives received a third supplement of records from Rabbi Clifford Kulwin of the WUPJ office in New York City

The collection is available to researchers in the reading room of the American Jewish Archives. Literary rights have not been dedicated to the public. Any questions concerning literary or copyrights should be addressed to the Executive Director of the American Jewish Archives.

INSTITUTIONAL SKETCH  top

The desire for forming an international organization for liberal Judaism was first expressed in Germany in 1913 but, due to the subsequent World War, plans for such an organization were abandoned.  The concept was not dealt with again until 1925, when Lily Montagu and Claude G. Montefiore, both from the Liberal Synagogue in London, addressed letters to liberal Jewish leaders around the world concerning the formation of an international union for Progressive Jewish communities.  Subsequently, an International Conference for Liberal Jews, sponsored by the Liberal Synagogue, was held in London in July 1926.  More than one hundred people attended, representing liberal Jewish communities in France, Germany, Great Britain, India, Czechoslavakia, Romania, Sweden and the United States.  At the conference, Montagu introduced two resolutions which called for the formation of an international union for Progressive Jews (the term "progressive" intending to include all forms of modernized Judaism, whether designated under the name of "liberal", "reform" or progressive).  Both resolutions were unanimously accepted by the delegation and the World Union for Progressive Judaism was founded. Claude G. Montefiore was asked to accept the post of president and Lily Montagu was elected Honorary-Secretary.*

 The basic purpose of the Union, as stated in Montagu's resolutions, was to (1) encourage the formation of Progressive Jewish religious organizations in different countries (2) promote cooperation between such organizations, (3) sponsor conferences to review the activities of the Union as well as to discuss developments and studies in Progressive Jewish thought and (4) publish conference proceedings, bulletins and various reports to further disseminate information on WUPJ activities.  Under the capable leadership of Montagu and Montefiore, the Union carried out its basic purpose and eventually grew to become an integral part of the international Progressive Jewish community.  Presidents of the World Union for Progressive Judaism have included: Claude G. Montefiore (1926-1938), Leo Baeck (1939-1953), Lily Montagu (1954-1959), Solomon B. Freehof (1960-1964),  Jacob K. Shankman (1964-1970), Bernard J. Bamberger (1970-1972), Maurice Eisendrath (1972-1973), David H. Wice (1973-1980), Gerard Daniel (1980-1988) and Donald Day (1989-1996).

 Initially, the Union directed its efforts at the countries of Central Europe.  The nations affiliated with WUPJ in 1939 were Australia, France, Germany, Great Britain, Hungary, India, the Netherlands, Palestine (Israel), South Africa, Sweden and the United States.  By the 1950's the Union's membership had expanded to include Argentina, Brazil, Uraguay and the West Indies. In the late 1980s, the fall of Communism lead to expanded activities in the former Soviet Union and other Eastern European nations, with a continued focus on Central and South America.  The Union also remained a constant champion of Progressive Judaism in Israel in the post World War II era.

 WUPJ's activities in the different countries varied according to the state of Progressive Judaism in each.  The Union received regular reports of the activities of progressive Judaism in affiliated nations and was kept informed of developments in the movement in many unaffiliated nations as well. WUPJ sponsored trips for members, to study the problems and successes of Judaism in various locations.    The organization often lent money to help start Progressive Jewish communities, or to support floundering ones, and it took the responsibility of providing Progressive rabbis for congregations in need of them. They trained native rabbis at either Leo Baeck College in London, Great Britain, or Hebrew Union College- Jewish Institute of Religion, USA with the intent of returning them to their affiliated WUPJ congregations.

 Through its committees, the Union was able to deal with the many components of Progressive Judaism.  The Commission on Present Thought and Practice in Progressive Judaism (originally known as the Authority Committee) sponsored Round Table Conferences and produced papers and essays on particular aspects of Jewish thought ("Authority and Freedom in Progressive Judaism," "Authority of Revelation and Tradition,' etc.) in various locations.  The Blue Ribbon Commission of 1986 again took up the issues of the state of progressive Judaism. The Liturgy Committee conducted surveys to determine the effects of the Liberal movement on synagogue ritual, the types of services provided for children, etc.; it provided prayer books for newly-formed congregations and translated other prayer books for more universal use. In the 1980s, the Public Relations Committee continued those translation and communication activities.   The Youth Section of the World Union for Progressive Judaism began in the early 1930's. This committee sponsored annual Youth Days beginning in 1934, published several youth magazines and  conducted youth conferences.

 WUPJ strongly supported educational facilities for Progressive Judaism, such as the Paris Institute for Progressive Judaism, the Leo Baeck School in Haifa, the Leo Baeck Rabbinic College in London and the World Education Center in Jerusalem (jointly sponsored with Hebrew Union College- Jewish Institute of Religion).  In 1958, the Union conducted a survey concerning the participation of women or women's organizations in the activities of the various liberal Jewish communities throughout the world.  The Soviet Jewry Committee in 1988  focused on the needs and particular opportunities provided by the fall of communism. They built a synagogue, translated literature and provided educational opportunities for Russian youth.

 The Union responded to World War II by publishing "Religion in Wartime" (1940), a pamphlet with essays from numerous countries explaining the effect of war on religious activities. In 1946, WUPJ, in conjunction with the United Nations, began rehabilitation programs in Germany and the Netherlands.  In that same year the Union sponsored a Peace Festival and, thereafter, Peace Days became an annual event sponsored by the Union. They later became involved with the Conference on Jewish Claims Against Germany.

 By 1958 the Union had grown so much that it changed its structure somewhat to allow for the creation of an American Board and a European Board.  In 1959 Lily Montagu, then president of the Union, resigned from active leadership (she subsequently became an Honorary Life President).  In that same year, WUPJ's headquarters were moved to the House of Living Judaism in New York City.  The center for European Board activities remained in London.  In 1973 the headquarters were moved again to Jerusalem.  At this time Rabbi Richard Hirsch assumed the position of Executive Director, created and held by William Rosenthall in the New York office in the 1960s. Many of the responsibilities of the Honorable Secretary became part of the Executive Director's position and later the North American Director, who served as Assistant Honorable Secretary.   The North American Director also served as chief fundraiser during the last part of the century. Fundraising was a perpetual concern for the Union. Each project needed to be weighed against severe financial pressures.

 In 1976 the World Union for Progressive Judaism formally affiliated with the World Jewish Congress and the World Zionist Organization. In 1998, the New York office closed, as the North American Director position merged with that of North American ARZA representative.  Operations became centralized in Jerusalem, Israel.

SCOPE AND CONTENT NOTE  top

The WORLD UNION FOR PROGRESSIVE JUDAISM RECORDS describe the creation, development and activities of this international organization founded in 1926 to further, both in a geographical and intellectual sense, the development of progressive Judaism.  The collection consists of correspondence, project files, minutes, conference material, committee records, financial records and WUPJ publications. The records are divided into ten (10) series:

SERIES A. ADMINISTRATIVE RECORDS (1929-1985) consists of 1 Records Center Box. It has one folder of constitutions, including the World Union as an organization and the American and European Boards.  It also contains the minutes of the Executive Committee, 1929-1985, arranged in chronological order. Other minutes for the division may be found in the Honorable Secretary files or that of the North American Director. This series also contains a general  minute book, containing minutes of other meetings and conventions.

SERIES B. FINANCIAL RECORDS (1957-1985) consists of 3 Records Center Boxes. It is a miscellany of trial balance sheets, financial receipts and financial reports organized in a single alphabetical file. Materials are most concentrated between 1958-1960 and 1975-1981.

SERIES C. CONFERENCES (1928-1986) consists of 3  Records Center Boxes.  It is organized chronologically by conference. Some conferences contain more detailed information such as area reports, photographs, speeches, delegate information and correspondence. Material for post-1980 conferences is also located in the North American Director's Office Series and the Office of International Affairs Series.

SERIES D. OFFICE OF THE HONORABLE SECRETARY (1925-1993) consists of 37 Hollinger Boxes, collected by the London office of the World Union.  The Honorable Secretary dealt with coordinating much of the WUPJ's activities. Lily Montagu served as the first Honorable Secretary (1926-1953) followed by Bertram Jacobs (1954-1981) and Joe Barnett (1981-).  Some of the organizational activities are later handled by the North American Director.  There are two chronological groupings (1926–1982) and 1982- present. Within each chronological group are two groupings: Geographical and Subject Files. Each are arranged in an alphabetical list using the original folder labels.  Material includes minutes, reports, correspondence and other miscellaneous materials. Of note is a series of photographs organized alphabetically.  These materials correspond most closely with microfilm nos. 705-715.

SERIES E. OFFICE OF THE EXECUTIVE DIRECTOR (1971-1996) consists of 3 Records Center Boxes, collected by the New York office. It contains primarily correspondence (incoming and outgoing) of Executive Director Rabbi Richard Hirsch, arranged in alphabetical order in chronological groupings. A few writings of Hirsch are filed under his name and there is a separate file which deals with the move of the WUPJ offices from New York to Jerusalem.

SERIES F. EUROPEAN DIRECTOR (1957-1967) consists of 2 Hollinger Boxes.  The European Director dealt primarily with the activities of the Youth Section of the European Board. The files are arranged in a single alphabetical file by subject/country.

SERIES G. NORTH AMERICAN DIRECTOR (1957-1996) consists of  27 Records Center Boxes.  The New York branch office of the World Union, opened in 1973. At this time the office of the Executive Director, Richard Hirsch, was moved to Jerusalem.   This North American Director served as the head of the North American programming and did a great deal of fundraising.  He also controlled the publications and mailings for much of this time. Materials are organized chronologically, and by subject. Researchers interesting in meeting minutes, or conference material should use these files. Although primarily correspondence, they also contain publicity material and reports.

 A separate Geographical File covers 1957-1985. Later geographical correspondence may be found under specific years for the North American Director or the Office of International Affairs.  Rabbi Ira Youdovin served as the North American Director from 1973 to 1981. Interfiled with his materials, are subjects like the Memorial Foundation which contain the earlier files of the Executive Director, who dealt with these subjects prior to the North American Director position.  The second grouping 1981-1985 covers the brief tenures of Rabbi Paul Kushner, and Rabbi Benjamen Kamin. The final grouping is that of Martin Strelzer, 1985-1996. Files are arranged chronologically by year, because of the volume.

SERIES H. OFFICE OF LATIN AMERICAN AFFAIRS (1985-1987) consists of three Hollinger Boxes. The Director of Latin American Affairs, was a part-time, one person office held by Rabbi Clifford Marion Kulwin from 1985- mid 1987. It was expanded into the Office of International Affairs and Development (see Series H).The series is arranged chronologically and consists of correspondence, with a few reports and pamphlets as enclosures.  Many of the correspondents/subjects duplicate those of the International Affairs Office and the North American Director between 1988-1990. Topics of interest include the high school student exchange and Latin America countries. Some letters are stapled together with previous correspondence, with the most recent date of correspondence located on the top.

SERIES I. OFFICE OF INTERNATIONAL AFFAIRS AND DEVELOPMENT (1988-1994) consists of 10 Records Center Boxes.   The Office of International Affairs and Development was approved in June of 1987 but did not start as an office until January 1988.  Rabbi Clifford Kulwin , formerly Director of Latin American Affairs, took over this position- expanding his sphere to Eastern Europe and Africa.  This series is organized chronologically. Within each year the files are divided into three categories: general correspondence, geographical files (organized alphabetically by region/ country) and subject files (organized alphabetically by name and organization). Each folder is arranged chronologically. Topics of interest include programs in the Former Soviet Union, WUPJ International Conferences and North American Board meetings.  The position was eliminated in 1998.
 
SERIES J. PUBLICATIONS (1929-1998) consists of 3 Hollinger Boxes.  Between 1987 and 1989, the World Union created a Public Relations Committee to handle the publishing of newsletters, etc.  Before and after this period, these duties were handled by the Honorable Secretary or by the North American Director.  It has the minutes of the committee and the correspondence of Alayne Zatulove, the chair of the committee. The remainder of the series consists of drafts of articles and various publications of the World Union, arranged alphabetically.  This series also contains miscellaneous material written about the World Union, including an HUC thesis detailing the first fifty years of the organization.
